Fred Gui

 I'm a Postdoctoral Research Associate at the Center for Effective Lawmaking (CEL) (joint project of the University of Virginia and Vanderbilt). At the CEL, Craig Volden, Alan Wiseman and I are in the process of creating a committee-level legislative effectiveness score. I received my PhD in Political Science from the University of Rochester in 2023. My research interests are American political institutions, bureaucratic politics, interest groups, state and local politics, and racial and ethnic politics. Some of my work has been published at the Presidential Studies Quarterly and Interest Groups & Advocacy

Before starting my Ph.D. study at the University of Rochester, I finished my MA in American Foreign Policy and International Economics from the Johns Hopkins University School of Advanced International Studies.  Prior to that, I received a BA in Business English from Guangdong University of Foreign Studies (winner of the Chancellor's Award) and an MA in American Studies from Beijing Foreign Studies University (did the dual-degree program with SAIS). I also worked at Carnegie Endowment for International Peace's DC office as an editorial assistant in 2017 and 2018.
